It's located in storage area right behind him. * At REPCONN Headquarters, second floor, in the collapsed room. * In Doc Mitchell's house in Goodsprings (the game's starting location). * On a shelf in the kitchen of the Presidential Suite of the Lucky 38. * Pressure cookers can also be found in many abandoned shacks, ransacked caravans, or sometimes amongst piles of junk. Detonator: * Talk to Loyal about the airplane, he tells you its at the bottom of Lake Mead. He will give you Loyal's detonator and two floating devices to attach to the plane.
